This reminds me of Ireland’s 2004 smoke-free law. At the time, many people insisted it would never work, especially given the country’s pub culture and smoking habits, but it succeeded because the policy had broad buy-in and consistent enforcement. I am hopeful that the same is true here: no rule is loophole-proof, but if we can all treat it as worth upholding, culture can change faster than skeptics expect.

Great analogy! I like the way law and culture work together. Cultural change leads to change in the law, which helps the cultural change become durable.
